English Local Authorities Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a recent poll of local authorities, English councils are planning to sell community centers, athletic facilities, and retail spaces as they rely on a fire sale of properties to balance the books.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils for major urban areas in England stated that 60% of councils are planning to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling public land and open spaces to support their budgets, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

This coalition said that a significant number of councils seeking to raise money from a fire sale of assets represented “a distinct shift from 2024, when the largest share (60%) of local leaders said they would prioritise service redesigns and utilising financial reserves to weather growing fiscal pressures.”

Specific Cases of Planned Sales

Medway Council in Kent said its property management strategy included the sale of a shopping centre in a local town and a social club in another town to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all generate rent for the authority, will additionally be sold under the strategy.

Local Levy Increases and Broader Financial Strains

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will have to raise council taxes next April to cover the rising cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

The authority said it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting creative strategies but certain measures require time to achieve both improved services and financial savings,” said a council leader.

He added: “We face population challenges which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

Research of county councils this week also found council budgets being strained by the increasing figures of children and adults needing Send support.

The County Councils Network projected that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a white paper setting out those reforms has been postponed.

Deprivation and Funding Gaps

Based on the latest deprivation measures (IMD) for UK local authorities, many key cities members were included in the most disadvantaged in England.

  • “Member cities like several major towns place in the top 30 nationally under the latest IMD measures,” noted the study.

“While only a single urban area is in the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The figures highlights the scale of challenges facing local leaders across key cities in the coming year,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable funding system that accounts for and responds to the real levels of disadvantage and need,” said Michael Mordey.

“Without this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their communities.”

One in five of councils have reduced or weakened care services in the last year, the study found.
